Muscles do not develop that easily. Usually, "big and muscular" arms for females are because the muscles and fats are together.
You can't spot reduce fat from anywhere you like other than by things like liposuction; you have to lose fat from the body as a whole.
Start by planning a full body workout. It does not have to necessary include weights; body weight can suffice at most times. That means, you can try out some of the workouts in the stickies without any weight or barbell.
The key to any exercise is intensity, and full body.

Stickies, what is this? Went to slimming centre but they can't help and failed to deliver the results they promised. Will yoga help? I just need to get rid of fats from the arm that is all. I am afraid if I do full body exercise other parts of my body will slim down which I don't want. My only problem is my arm.
Sigh.

Sure no prob. Weight training are only enhancing ur training, not really a must to be in your training program. Exercise like jogging and swimming are effective to weight loss. Not only to ur arms, but including your abs, legs and butt. Jogging shld be done 2 or best 3times a week.. for beginner try once a week followed by 2 times a week after a few weeks. And gradually reach 3 after u have been training for 3 months. Listen to your body. Do not over strain. Slowly but surely
