I think you probably take the information from Clinton administration authorizing some of the covert operations to take out Osama Bin Lading, after Kenya and Tanzania Bombing. There were all kinds of plan coming out from Pentagon, CIA and other communities to take out Osama Bin Lading. Even under a UN Security Council Plan Codename “Delenda” Where Saudi to pursue Taliban to give up OBL in Afghan.
Therefore it is not surprising that “Your Insider account” about attacking afghan probably would be one of the covert plan to take out OBL that involved special forces snatching OBL. Or it could be just a deceit plan to confuse OBL. Because a WAR in Afghan would involved large scale deployment……did you saw any large military deployment to the region in the summer of 2001?

Atobe was right to point out that US has been planning to take out Al Qaeda training Camp. Prior to 9/11 the US military leader has repeatedly indicate within their leaders that they are not willing to involve any ground troops in Afghanistan.
The CIA had to find alternate ways by working in conjuction with MI6 to fund Northern Alliance against their nature enemy Taliban in return alliance with Al Qaeda. The contact was officially known as "Northern Afghanistan Liaison Team". The Northern alliance (N.A.) was a mixed of ethnic Tajiks, Uzbeck, and Hazzara. (MI6 has already been working with N.A. since 1980 during the soviet invasion)
Even after 9-11 the US still favor the plan to fund the Northern Alliance to fight a proxy war rather than fully involved. It shows that US was never really wanted a Full pledge WAR in Afghanistan to begin with.

Ethnic Tajik and Uzbe were already fighting together with the North Alliance against the Taliban. I believe they are already natural enemy of the Taliban.
Both Countries agreed to allow the US to use their Air base in exchange for trades and financial aids support etc....as a result Uzbekistan airbase was used for Joint Ops Center.
