Because he's working in a big corporation but the whole building only share one external ip. To exchange intranet information they need more then 1 routers. Since there is so many subnets, theyneed a proxy server.
The proxy servers will act like firewall, blocks or allow ports to be connected and restrict information flow.
The proxy servers also remembers dynamic web content, store them for easy access.
What is dynamic and static web content?
Dynamic = won't change, e.g. your picture.
Static = will change, e.g. forum content.

No matter how you change, the link to your avatar will remain the same.
Whenever they search for a site, they will go through their proxy server first, if the address is the same, the server will provide them with what they need instead of requesting from external server.
An analogy:
I go www.somesite.com/images.jpg and the pic is not in our proxy server.
Proxy server request from remote server and display to me.
Someone go update the images.jpg to some other things.
I go www.somesite.com/images.jpg again, but this time my proxy server have this pic.
The proxy server showed me instead of requesting from external server again.
