No need LOA to do background check on candidates. Just do a discreet background and credibility check. For candidate's education qualification, you can call up the certificate issuing education institution to verify. For candidate's online etiquette, you can google it using keywords. For candidate's employment history, you can call up the candidate's company supervisor or HR to better understand what kind of worker he/she was. For skill test and suitability, you can hire him/her and state probationary terms. For candidate's credit history, you can purchase it from credit bureau. To check candidate whether he/she has any criminal records, you can request for Certificate of No Criminal Conviction from CID, this cost $16 I think. Etc

If the candidates have worked for 4 previous companies. Is it alright the check 1st, 2nd and 3rd employment or just check on the last one?
Wonder if you have difficulty checking if the company has ended their project tender for their client years ago, everyone has left for another company. The company HR still have the record and should tell you in details or not?
