Been to school rooftop also. In fact, I had a personal space somewhere in the rooftop where no one will ever go to.
Used to stay in those old old shophouses in CBD area too and climbed to the roof as well although that is only two stories. That is many many many years back.
Not sure got more or not. Can remember these only now.

Though I been to PWC tower level 60+, but still prefer to go to the roof

If you seriously want to find one, go to those just build one with low to no occupancies. Usually, those will not be locked, so you can go in easily. This is especially true if the lift not even working yet. But also means have to exercise a bit. A few of those I go up are these type of cases. (Err... hope no one learn idea where to go sucide from me ).
