I was in Thailand for the 1st time recently and I was saddened by the many child beggars lining the streets. One boy was like 3 or something (or maybe he looked 3 cuz he's undernourished?). But in Singapore, there are govt bodies to help. Since they got pissed at you, most likely they're just trying to "do business" which I think is totally wrong, cuz selling tissue papers at those prices is basically like begging. there was a time when they were kinda pissed off when i offered to help them get in touch with MCDS (then) so that they can help with their problems... and they turned hostile and started ranting...
then there are those who use a disabled person by dragging along a blind person... i saw a blind man with three different people selling stuff like peanuts and tissues...
