Bras Basah bookstores have a very limited range of books. They're good for textbooks and popular fiction but if you're looking for non-fiction books, it's still Kinokuniya and Borders that reign.
Besides, the bookstores at Bras Basah are mostly set up for quick sales, not for casual browsing. I can spend half a day or more at Kino or Borders but cannot imagine doing so in Bras Basah.
In defence of Popular, I'd like to highlight that at times, they do have non-fiction books at really good prices. For instance, I just bought a boxed set of a Yoga Mat, a Yoga instruction book with full-colour photos on every page, and a VCD for only $39.90. (Or was it $29.90?) I also recently bought a Forensic Science Encyclopedia for just $8.90. Stuff like that...
Popular also brings in cookbooks and recipe mags from Malaysia and Hong Kong that aren't available elsewhere.
