There are differences between slim and fit.... a person could be slim but very unfit....
But i can't see how a person can eb "fat" and fit at the same time.... it would be very difficult, esp when we talk about cardio type activies which involve jumping and running....

Firstly, BMI does NOT take into account current medical conditions. For instance, if one is on hormonal therapy, the chances of them being overweight is higher. There are also certain hormaonal conditions whereby the sufferers will always be afflicted with plumpness. Or, hyperthyroidism, which makes one super skinny but the medication will end up making the patients plumper.
Lactating moms would also definitely be heavier than usual. And what about a cancer patient undergoing chemotherapy? They'd have a 'healthy' BMI because of their weight loss due to the treatment's side effects but, are they 'healthier'?
Secondly, Muscle Mass is much heavier than fat. Muscles are definitely denser than fat. Put a 90 kg body builder on the scale alongside a 65 kg inactive person... now, tell me who's the fitter one.
Thirdly, bone structure plays a part too. Bones are heavy. The good ol' BMI does not take bone size into consideration at all!
I am just kinda surprised that such an 'unscientific' method of measuring body mass is being used as the recognised standard.
