Advice? Eh... Tie the tourniquet real tight and clench and unclench your fists for a while so that your veins will become more prominent, then it'll be easier for your partner to get the IV cannula in.
Before inserting the needle, also make sure you use your thumb of your other hand to 'hold down' or 'anchor' the vein first.
And, when you're ready to insert the needle, do it fast. The more you hesitate, the harder it gets. Plus, some people have veins that will 'move' or 'contract' once the needle is in so you have to do it quick.
Eh... not sure if these are the tips you were looking for. Hey, the Bear is also a medic and you can ask him for advice too!

Dear Rhonda, as u know(n all those who have seen me), I'm skinny n my vein r very popping-out-ish obvious. But somehow my buddy missed. This really appalled me.
Whereas he's fatter den me but i'm no bobo shooter. 1 hit 1 kill sniper.
Anyway, it was nothing.. really. I was busy freaking out my supervising sergeant coz i was laughing non-stop has my buddy was navigating in my forearm.
He was like asking me whether i was in excruciating pain every few seconds, thinking tt the pain was driving me nutz.
