Nope, palm oil (aka veg oil) are still packed in Singapore. E.g those Hand Brand 17Kg tin are all coming from Singapore. As for the refinery, I am pretty sure they do refine (e.g bleaching, deodorization) palm olien. The Singapore plant is mainly exporting packed products to middle east, Australia and africa, not so much into SE Asia.
