How to curb rise in spats between neighbours
I REFER to the article, 'Spats between neighbours go up' (ST, Nov 14). Like many offences under the Penal Code that can be prevented, disputes between neighbours that more often than not fall within the ambit of the Miscellaneous Offences (Public Order and Nuisance) Act can also be prevented.
It is imperative to nip such disputes in the bud before they escalate into more serious situations.
During the time that I was an investigating officer (IO) at the then Joo Chiat Police Station and Queenstown Police Station, I was successful in quelling disputes among neighbours.
To prevent these disputes from turning acrimonious, I did not have to rely on extra laws or powers. The Criminal Procedure Code (CPC) did the trick.
However, to institute action against neighbours who habitually commit a breach of the peace under the CPC was time-consuming and entailed lots of paper work. Nevertheless, my colleagues and I were more than happy to slog in the cause of neighbourly peace.
What we did was to be alert to frequent disputes involving two particular neighbours. This we did by sharing and comparing information. For example, if I was the duty IO for the day and there was a report of a dispute between neighbours, I would interview both parties and advise them to settle their dispute amicably. I would also keep a record and later share the information with my fellow IOs. If the same two neighbours are again involved in a dispute, it would be time to put a stop to their feud before it escalated. Either a fellow IO or I would bring the matter to the attention of our superior. We would suggest that we invoke Section 73 of the CPC against the feuding parties to keep the peace.
The CPC empowers a magistrate's court to order any person who is likely to commit a breach of the peace, or do any act that may occasion a breach of the peace, to show cause why he should not be ordered to execute a bond with or without sureties to keep the peace for a period not exceeding six months.
I believe that if the police were to invoke the CPC against quarrelling neighbours, the high number of disputes would plunge.

everyday i hear thumping sounds. her daughter is a neurotic - this i can empathise.
btw what kind of farked up people do the following;
open and close the chute door more than 10 times a day?
do washing at the sink in the middle of the night?
burn incense at 12am and 5am?
do laundry at 12am and 5am?
knock on the metal pipes? -
