Looks to me that it's done on purpose and many Singaporeans fell for the media, hook, line and sinker.Time magazine already did an expose on him a few months before the ST did.I would say that this was a crafted campaign to artificially rouse up emotions and to deal with two issues, mainly deflect attention from the death penalty hoo-ha and also to micromanage PR for certain group/groups to benefit, and these might not be in the same bed altogether..However, they might have misjudged the overwhelming public anger and thus, been unable to fully resolve the situation to suit their initial desires.
