The refund part will just be abused by kiasu singaporeans while few will be giving any tips at all due to non tipping culture here.
So drivers end up losing on both side.

The customer demographic base is so wide,everyone will have different expectation of what is good service.A form of good service to someone maybe a form of irritation to another.Eg if a driver try to be more friendly to their customer,some may like it,but some will think that it is an irritation and just want the driver not to bother them but get them to their destination safely.
