  this is hilarious...

  If the guys tried to do the exact same thing here, I betcha a lotta motorists will kpbk everyday and COMPLAIN and write complaint letters to the forums, and get interviewed by Ch 5's current affairs programme, and the New Paper will write an article on it too.
  
  And then, the govt will step in and issue fines.
  
  And right after that, there will be a ''No Illegal Use of Parking Lots'' campaign.
