It's not a matter of being fussy or not when it comes to the freshness of your food... it's a matter of food hygiene and protecting yourself from unnecessary food poisoning!

Anyways, it's not being nice if you don't alert the staff to your stale food because they might serve another table the same stale food later and other people might kena food poisoning as a result.
In all cases, the manager will not argue with you if the food's not fresh. It's more of an embarassment to them, as an eating establishment, to have served you bad food, more than anything else. THey're usually very happy to rectify the situation. And nope, you usually don't need to complain, just talk to them can liao.
You have to learn to be assertive! Get what you're paying for, not throw your money away!
