They're just lazy and apathetic!
And if you notice, they're usually one of the more vocal ones when it comes to complaints !
But no way are they going to get something done about it ... cos "don't want to appear difficult" ... "don't want to quarrel".... "sure cannot wan lah"... etc
And finally they penalise the person who does something that will improve the situation for them
