Right-of-way issues aside, not sounding your horn at the Ah Pek should not have been a problem--you could have just waited a few more seconds for him to pass before crossing the intersection. I'd say the tester was a bit of a dink for faulting you on not using your horn.
However, turning left when you should have turned right... well, that was a pretty major mistake, in my opinion!
