I think for 2 people our grocery bills are pretty when we don't really cook at home and eat out 90% of the time.

Perhaps you could track and further break down your weekly grocery expenditure into food and non-food items for a clearer picture of where the money's going.
(As for myself, I grocery shop mostly for myself every two weeks, and spend about US$30 each time. I'd say that I eat out about half the time.)

Yah boy, I cannot believe how expensive things are off-base. For example, I ran out of bread flour one evening and had to buy more. The base commissary was long closed at that time so I had to buy from the Albertsons down the street. A 5 lb bag of Gold Medal bread flour on base is 79cents. cos my mom bought stuff from the wholesales
that helped us save some $$$$
but nowadays...everytime we buy stuff, we spend about $100 each time. and we go about once a week or one every two weeks.
