reading a circular that is going around to the HRs of the various departments under the bigass entity..
the circular is for the various HRs to take action.. to "share resources" of manpower.. so that if my department has "skills" which the other department needs, like a dude who can read and write Swahili, the other department can write in and request the dude to go do a piece of work.. and we can do the same to the other departments
the circular and plan was authored by a Senior Duh-rector.. a few things i have observed..
ONE:he has no idea that HRs have NO IDEA what's going on.. my department HR actually asked us what our job scope was! we were stunned and wrote back to them... and guess what? they copied and pasted the whole thing into a open posting! they had no idea at all!
TWO:he has set in place so many layers that people will just say "ahhhh.. bugger it.. i'll go hire someone to do it"..
if i need a certain skill or work done, i will have to seek permission from my boss, who will need to get clearance from the director of the division, who will write to HR, who will get in touch with the other department's HR, who will ascertain if they have the people, make a shortlist, ask for volunteers after getting permission from the division directors, and the volunteers, if they want to do the extra work, will have to seek permission from the boss, and the requesting party will also have to seek permission... and after that, the requesting party will have to write a report of the volunteer's performance...
and that's just the start!
THREE:who in their right mind would want to do extra work for people they don't know, in another department, for no extra pay, and with their own work piling up in their own department?
FOUR:he expects all this to be communicated in an IT system which is buggy, unwieldy, prone to crashes and loses data on a regular basis? just shows how much he uses that system.
