If you were the government, and you are faced with severely declining birth rate, you critically need to think of maintaining the workforce. One solution (medium sighted, not short at least) is to attract foreign talent.
However, this can only mitigate the problem over the medium/long term. In consideration of the longer term, this might worsen the problem.

Yes, we need such foreign blue collar workers that are much cheaper. If the government only allows Singaporean blue collar workers, our competitiveness (which is already badly hit over the past 10 years) will simply decline between 20-30%. It is hard to generalise and easy to complain, but the issues are never easy. There is certainly no true 'equilibrium' level that can satisfy and accurately measure.
Companies employ as per capacity requirements. You hardly imagine they would overemploy staff as this would ultimately affect their bottomline.
