For varieties of cheap bags, you cant beat mustafa centre for its choices.
If your stuffs arent too much or too heavy, you can consider a laptop back pack.
Or a leather covered A4 size notes Holder with a all round zipper closure. They now comes with at some form of handles and you should be able to attach on shoulder straps...though it wont be balance cos one side shoulder you carry heavy laptop equipments. the other side a lightweight.
