actually hor, philosophically speaking, I'd say it's the society's fault ....
I can tell you any plans for massive incentives for singaporeans to give birth would definitely fail .... simply because we locals cannot compete on an equal footing, if the influx of foreigners are not controlled ....
Singaporean men are already handicapped with our reservist duties, and even more so if you're an officer or key appointment holder .... imagine if the goverment throws in paternity or maternity leave as well ? .... enact a few more laws .... so why hire a Singaporean ? ... why not hire a younger, cheaper FT, single, unattached, and can work longer hours, OT everyday, and not rush home at 5 to pick up the kids from child care ? .....
no .... any measures the goverment come up with, would fail, if they don't recognize this problem ....
how do we solve this ? ... I don't think we can ... it's an intractable problem ...

I think in many ways, we just have to be realisitic about Singapore's situation.
In reality, we have virtually no natural resources. Our only competitive advantage, is our skilled workforce and relatively high productivity. We are considered a developed nation and yet, the costs of doing business here is kept lower than most other developed nations.
In order to survive, what works for other often larger countries with abundant resources, just might not work for us. True, there are things that can be done to make life 'better' but isn't that the same story all over the world?
There's just not much else Singapore can do to remain competitive. It's just our unique situation.

Flexi-hours is totally possible. I worked for an American MNC a few years back that tried the flexi-hour arrangement and it was almost implemented throughout the entire organisation except for two depts, sadly run by Asian managers, who refuse to adapt.

You summed it up well. And it's true... sadly, there's no other way for Singapore. The minute the costs of conducting business here go up, watch how fast the regional HQ's will uproot themselves from here and move elsewhere.
I know everyone's talking about China and India but consider Korea. I see more and more Koreans coming over here to study / work and quite a few of them are getting good at their grasp of the English language. Once they have a sizeable young working population who is Westernised and fluent in English, they will become a force to be reckoned with. Labour costs and infrastructural costs are low there (biangz... cheapest broadband in the world, I think!), and they are innovative and constantly upgrading and using 'the latest' gadgets, and they are populous plus their work culture is quite like the Japanese, work till they almost drop dead.
You heard it here first... Korea will rise in stature in the years to come.
Singaporeans always complain of FT's, but Singapore is becoming a large exporter of FT's too!
Facebook has put me back in touch with most of my JC buddies, ol' church mates from my teenage years, etc etc. The majority of us gandang's (potatoes ) are now living and working overseas. One is working for the IMF (yes, THE International Monetary Fund!!! ) whilst another is working for the UN (yes, THE United Nations!!! )
The common thing amongst them all is that they are all doers. Don't like the situation, and you cannot change it? MOVE. Not like those in SC, bloody kpkb all the time but I tell you, give them 10 years, they'll STILL be here, STILL howling to the same old ruckus! CMI!

Agreed. I did ask the question on birth control when I was taking classes in history( or some other subjects cant remember haha) and my teacher did not have a clear answer to my question. When u have too much ppl in the population, government will try to control birth rates ( e.g developing countries like india and china) by introducing laws and educate the public. But when they find that the number of working class is not able to support the economy, the government will change their policy and encourage to increase more birth rates....Look at our country and u will understand what I mean( compare the 80s and now). And sometimes, there is so much the government can do.....

The koreans that I know are very united. I think this itself already proved how strong they are.
as for FTs, those good ones better we get them before they compete w/ us

you know the koreans are among the most hated tourists in third world asia ? .....
i remember boiling when this thai lady friend of mine told me this story .... a korean farker actually used his golf club to whack his female caddy till she's down on the ground .... he's some hotshot exec on holiday here .... tried to pull lots of stunts, claiming privileges as a farang and all that shit .....
my friend, she's the HR head at the resort there, called the police and have him arrested, of course ....
even in toon town, the korean exchange students are famous for getting into fights at the clubs there .... in BC, they rove around in packs just to look for trouble .....
