NPP = little posts here and there manned by a few police fellas... yah.. that was their community policing and police box system...
they tried to do it here.. but not very successful because our police a lot of NS fellas.. while theirs is career policemen who have the same beat for their whole lives, keeping the peace in one little place their whole careers.. so they know the people there, and have a rapport..
