actually the ones doing it are not scholars, scholars merely give hte yes or no. and of course tell them to do things like offer scholarships to foreigners but dun say how. so I guess the blame is mixed. -

seriously the pple on top are not doing their job. compassion has nothing to do with firing pple who do not and do not even want to perform. give them the number of chances for them to improve and kick them if they don't.they are not paid so much to be nice guys....... anywya the only way out now is to wait for them to die out.........

I never quite got how they defined downloading anyway. streaming or watching in youtube is supposed to be legal, but to stream and watch, you have to download the contents anyway............
