The pharmaceutical industry seems pretty recession-proof, for obvious reasons. Mutual funds whose portfolios feature significant investments in that industry have not fared too badly in the current market crisis.
Edited to add: The civil service might be fairly recession-proof in Singapore, but state governments here, desperate to balance budgets, have been forced to lay off employees.
