MOM is taking steps to address workplace discrimination against locals
Everywhere else around the world, you have government agencies taking steps to address discrimination based on gender, race, criminal records, etc. When they address nationality-based discrimination, they do so to improve employment opportunities for truly talented foreign nationals.
Only here in Singapore is government intervention needed to address the preference for foreigners over local citizens.
But from MNC's POV, it makes perfect sense to hire someone who can perform, who can accept lower pay, and most of all, already has experience of living abroad and showing no qualms about uprooting as is common with many MNC posts.
Speaking at the close of the MOM’s Committee of Supply debate yesterday, Mr Tan said: “We do not require global firms to give preferential treatment to locals, but they must be fair to Singaporeans. There must be equal opportunities for our people whether at hiring or in advancement.”
Seriously I think MOM is barking up the wrong tree then.
I still think most of us locals are just really lacking in competitiveness against many FTs.
Seriously.
It might not be the locals' fault, but its the locals' lot anyway to try and fight this scourge.
In the end isn't the root of our problem still this huge reliance on MNCs?
It's not that they are not fair to locals... Just that with cheaper workers who are willing to work long hours etc, we are forced to lower ourselves into that standard or face being jobless...
The same theory goes for the GeBIZ that the Gov is using... By letting ppl try to compete with each other with lower bid, they can ensure the cheapest price to buy stuff...
In the end, the MIW is only interested in supressing wages so that labour here would be cheap and investors will flock over...
NOTE: MIW is only interested in keeping our pay low with more competition...
And skill upgrade will not help that much... We know ppl dun hire ppl that are over-qualified...
For example, u need a engineer... Local $2600 vs Foreign $1800...
Gov ask u to upgrade ur skills so that u can be competitive, so u go upgrade ur skills... But in the end company still will prefer the foreigner coz the skills u went to upgrade, they might have no need for it...

If there was anything my 4 years in NUS taught me, it was how seriously locals here can be out-gunned by the FT horde.
Even if the FTs themselves do not necessarily demand less pay, their skill-set and drive still put many of us to shame.
And as I recall, even our good old "local" institution such as Risk Management Institute(NUS) once had 10 interns.....only one of which was local.
THAT is how uncompetitive locals are by comparison when it comes to popular jobs.
Will the whinging of many locals save themselves?

I will have to agree that many locals are just whiners who can't take a bit of competition (you know I have been teaching for four years).
But the point here is what happens when you put one local and one foreign guy together, all objective factors constant (eg. qualifications, experience), and subjective factors like the drive to succeed constant as well.
There will be cases where given such a scenario, the foreign-born hiring manager chooses the foreign talent out of nothing more than looking out for his countrymen, ceteris paribus.
And unfortunately, some employers do think of it as 'Must pay CPF for Singaporeans and must release them for ICT/RT/IPPT, while there's no CPF and reservist liabilities for foreigners'. In which case, from the viewpoint of $$$$, it would make more sense for the employer to hire foreigners.... which is precisely the kind of thing that needs to be opposed.
Actually after taking up the ST and looking carefully at the implementation....all I can say is that I took it out of context.
It seems that the policy change was to prevent the case of companies employing a local "for fun" (with the lowest wage imaginable), just so that they can employ a properly paid FT, due to the 1-for-1 local-FT ratio.
Ok, so I see nothing wrong with that.

Focusing on these cases won't make the problem go away altogether. The NS and CPF are real concerns for these employers.
