The GPS part might be because the cost charges are likely to become variable over time, and area where you drive. Thus manipulation of charging policy starts to take on a whole new meaning.

It's good that they allow smartphones in camp now, although (a) not all camps allow it, and (b) the screen size must be no more than 4.3 inches.
I get the first point (some camps have more *ahem ahem* stuff in them), but the second point does not make sense to any of us. Seriously, besides screen size, what's the difference between a Sony Xperia Arc and a Samsung Galaxy Note?
We posed this question to the division commander (a one-star general) when he came for a chit-chat session with the unit's commanders. He himself couldn't understand the rationale behind that restriction.
