1 - I believe the UN categorises female circumsision as a type of torture (i think it's counted under the general title of 'female genital mutilation') and as a rule of thumb it is outlawed just about everywhere outside northern africa. Removing a body part to prevent diseases of that body part.
For example, amputate your ear lobes and you would also have less chance of getting cancer or diseases of the ear lobe. Or extracting all your healthy teeth and replacing them with implants just to prevent the chance of tooth decay. Its silly.
The closest example would be something like shaving all your hair just to prevent getting head lice. In both cases, proper hygiene will suffice.
