Assuming this scenario is possible, under the criminal law, minors below 10 years of age are deemed to be incapable of committing crimes - doli incapax. Thus, even if they are in fact the rapists, they will go scott free.......
However, TS, the victim, will be prosecuted for statutory rape!

There is an irrebuttable presumption that a child under 7 is unable to understand the nature and consequence of a criminal offence. Where the child is above 7 but under 12, the presumption still applies unless the prosecution can prove that the accused does understand what she is doing...... -
