In wikipedia Siemens C651 page refurbishment section, it wrote this:

3) The Tender is not even out to Refurbish the C651 So How can any C651 be refurbished?

The newer sets of tracks is used on the extended area btw XPO & TNM (There was a sector of middle track that was built as buffer / overrun before CGL is announced, which is before the CHD) on the way to CGA. The similar tracks are used in BLE extended area and JEMP-ed new tracks too. It will be used on Tuas Extension as well.
