For 公函, there are a few ways to end it, depending on what is it about.
Here are some of the more common ones ( Translate yourself : D ):
1) We hope that you could accept our invitation.
2) Please send us your reply ASAP
3) Thank You for your cooperation
4) Please arrange a time for us to meet.
5) If there is any queries, please call XXXXX
6) If there is anything wrong, please point it out.
Usually you will want to end with 'Thank You' if it is not already in the last few sentences.

For the XXXXX, do we make up our own number in chinese or in numerals?
Normally we don't give call back number bah, when you write a letter, keep it to a letter reply and not email, phone call etc so don't provide those information

In the case where the 公函 is about you representing your company and offering a product or agreement to another company, giving a call back no. is necessarily. Oh, and you might also want to add a name to the phone no, almost forgot.
urm for gong han juz end with "please reply soon, thak you" in mandarin =) i'm sec 2 this year but in IP program so no o level ^ ^ good luck =) as for yi lun wen just write about the article lor

Say things like your company have always have a good reputation etc to suck up to the person then next line just write something like hopefully something can be done about this issue or hope for a reply soon should do.

Most of the ending of gong han is often juz sucking up to the person to make them feel good then u ask them to take action.

Very rarely. And most likely not in "O" levels. But it is quite often last time for "A" level Chinese, which should be the equivalent of H2 chinese now.

That depends on the issue you are writing about. Not every issue is practical to offer suggestions
er. if u read the hao zhuo wen , if ur school buys it, it is seen in all / 99% of the newspaper articles essays . so.... what u think? lol
