#1 - Rice flour has high surface area to volume ratio, hence high rate of reaction.
#2 - Rice flour is carbohydrate, hence combustable.

assuming that there's water, rice + water in a hot concrete building, heated up by the midday sun, what process do you have here?
You have the cooking of rice.
and all of us knows that when rice is cook, they puff up. and boom. the building explode.
