Please do not give up so easily. Even if you have only one semester left, if you work hard, it is still possible to pull your overall GPA up.

Yr 2 now now is sem 2 only. Just work hard and you still have a chance to do chemistry in uni which requires about 3.3-3.4 depending on how well ur O's results were. Besides chemistry, you can also consider courses like environmental engineering, material engineering, material science etc.
To do chemical engineering in uni might be abit harder since the required results is higher
just use it as a motivation and aim higher for the rest.

why so worried, there is always SIM...... nowadays every one is a uni graduate......... almost all my friends who nvr make it to local uni, all went sim...... degree is like shit nowadays

3.1 is what?? Mainly Bs??
If its mainly Bs then I am not sure if Uni will accept you because Chem Engine needs quite good academic results to enter..
Maybe NTU will accept because their requirements are lower.
You should just work harder for your remaining semesters. Try getting all A or Distinction, I believe a Diploma with Merit is already out of your range since you are now already year 2. You should just focus on your remaining subjects and then try to achieve the best possible score.
If you cant get into local, you can go for overseas by maybe applying for scholarships if your parents are not loaded with $$$.

NTU's chemical and biomolecular engineering is definitely not that easy to enter.
According to the cutoff point last year, it was 3.81 for the lowest 10% while NUS is 3.88 for poly. Both are the hardest courses to get admission to in their respective uni, excluding courses like medicine, dentistry etc.
