Waste of time for people who dont value it. Not waste of time for students who ask question and learn. Having doubts clarifying with tuition teachers helps in your learning.

The first part of your essay should talk about things such as tuition in Singapore, how is it like, who goes for tuition and why, ...... other background information. You can also choose to include current debates or argumentative works regarding the tuition situation. (E.g. The tuition scene in the local context have been changing incessantly over the last decade, and....)
Depending on how your level of writing, you can either choose to have 2 parts next, one stating the pros of tuition and the other stating the cons of tuition, or goes in a fact - > counter-fact - > fact - > counterfact style.
The latter style is only for very experienced writers with a good language command and control over the entire written work.
At the end of the essay, just end off with your own stand with good reasons as to why you choose that stand. (E.g. Despite the sundry evidences pointing at the foible of tuition, the merit it holds far outweighs the former, and thus.... )

If i were you, i will write this way:
Introduction to what is tuition about
What are the benefits and disadvantages
Since qn never state, i will write tuition to a student and to a teacher
To a teacher giving tuition, he is earning money so not waste or time
To a student if he is really laerning then it is not a waste of time
Restate your point: Whether tuition is a waste of time are determined by a number of factors, like male teachers can spend more time with the 16 year old female student, or even better if it is a JC1 17 years old, just nice over the legal age, thus, not waste of tinme
But for a male student, it may be a waste of time if the teacher is not pretty, you cant stare at her boobs all day or have unlawful thinking, lack of such activity is a serious disadvantage to the mental health, thus it is a waste of time.
No matter what, i will still let the answer to the student to decide whether tuition is a waste of time(not sure if you can do this on exposition)
Actually this kind of question is helping you to generate content because you cannot say tuition is a waste of time. so u have to put forward a few arguments
but i think it will be a waste of time if the teacher is not pretty
