For your first question, it depends on the JC. Most JC will allow you to repeat for one year. However, you may want to ask eagle how his former JC deals with people with who did badly for promos.
For your second question, I don't quite get it. Equal for what thing? ?__?
Just remember, some if not all Junior Colleges will actually have prerequisites for retaining, such as having at least a "fair" or "good" in conduct grade etc.
Do not expect to just screw around in school, disregard authority and do extremely poorly in your studies and be allowed a second chance at Junior College education.
Most JCs would simply retain you if you mess up your promos.
However, in extreme cases, they can kick you out and there have been such cases before.
Anyway, as long as you were consistent with your studies and work hard for your promos, promotion to JC 2 should be no problem at all. You'd have to be pretty screwed up to fail, to put it bluntly.

The moderators here have all graduated a long time from JC. Not only was it so long ago for them, systems have changed too.

Let me just summarize everything: your JC can kick you out if you're not even good enough to be retained. And that has happened before... I remember reading about one such case in the papers recently.
However, you would have to be very, very screwed-up to get kicked out. Just turn up for classes, do your tutorials, and do everything an average student is expected to do, and retainment should not be an issue, much less termination.
