Yes, i do think that if you take O level as a private will a good advantage for you in future.
As most private institute require a min of O level in order for you to continue your studies.
I used to have a student who did bad for her O's and she retake it. Now she has gotten a result much better than expected.
Unless you wan to be a full time NS man. However, it's really kinda boring inside army everyday. One of my friend regret signing on for full time NS man.
No self study for guys :) Either you enroll into a private school that offers O Level course, ITE, Poly/JC or NS.
It's the guy thing. You'll need to be a full-time student in studying in a course leading to O Level, then you will be granted deferment.

Wait till you are out of wherever you are studying in right now first before you try applying.
It may not be easy to defer NS at 18 to study private "O"-lvl, so you may want to consider other backup options first.
After you enter NS, if you are fortunate enough to get a 8 to 5 vocation, you can consider going for night classes at ITE. If you are not fortunate enough, then see if you have time to self-study, so when you come out of army, you will have some background knowledge when you study for private "O"-lvl.
As for your last question, if you do not fulfill the given requirement, I don't think they will even consider you, since you are not actually appealing to enter the course, and is forcefully putting up a non-existential option.

There is always Direct Admission Exercise (DAE). You must visit the 5 poly's website to find the date of application.
