Supposedly saying, a 4h2 student, have AAAA for his results, so it will be downgraded to AAA/A. A 3h2 1h1 student, got AAA/A for his results, and so his results is still AAA/A. Assuming both students have the same subjects, same cca record, same cip hours and their other subjects have the same grade. Will the uni choose the 4h2 student, or this is not a factor?

If you're assuming both students get straight distinctions along with similar CCA records and the like- then I'm sure almost every university (local) will offer both of them either a place or interview for any course they choose.
I believe the only significant impact the difference in units of study (extra one unit for the 4 H2 student) will only be for the application of scholarships (usually government ones)
So means 4h2 are meant for scholarships only? So Im not looking for a scholarship, it doesn't matter whether if i take 3h2 1h1 or 4h2 if my grades are the same?
Not really.
Unless you are supremely interested in all 4 content subjects and can't bear to let one subject's worth of content be slashed in half into a H1, then there's not much of a difference in taking 4 H2s or 3 H2+1 H1 apart from having a tougher time coping academically or obtaining a scholarship.

Asking "what scholarship can do for us", no offence, is a very ignorant question. That is for you to discover for yourself, and it depends on what you want from your life- not something for us to spoonfeed you with an answer.
It's advisable to take 3H2+1H1 instead of 4H2s for the lighter workload, unless you're a stellar student who is used to scoring distinctions in national examinations- otherwise you might just end up dropping from 4H2s to 3H2+1H1 later on when you realise you can't cope.
