Depends on whether are you a midnight oil goer or morning charcoal goer.
Midnight Oil Goer = Study until 2-3am and then rest until the next morning and sit for paper.
Morning Charcoal Goer= Sleep early and wake up 3am in the morning to study and sit for the paper straight away.
Usually the above step is the final step for studying, the memorising part.
Understanding of concepts should be done WAYYY before the beginning before the exam starts.
Importance of understanding concepts
I think your teachers would have stressed this more than enough. Let's take for example History paper, you memorized the whole chunk of notes from textbook and you went to sit for the paper.
However, the SEQ question isn't as straight forward as you think, they may rephrase and ask differently. So students who studied blindly all failed the paper as they do not understand the concepts and meanings.
