seriously?? only less than 5 get to become a president's scholar in any given year....it's not helpful to ts at all....
try the individual schools websites for info....
Excellent grades for 4H2s and GP (most likely only straight As candidates stand a chance) + Leadership experience in a CCA (preferably a student counsellor) + Good Interview Skills

Sorry, you did not get my point, what I have mentioned is not the requirement for President's Scholar, but for any scholarship, including MAS, PSA, SIA... Every year, there will be at least 400-500 JC graduates(out of 14-15K) scoring straight 'A's, and many of them take 4H2s or even with 1 H3 Paper. However, not all of them will be able to receive a scholarship, therefore leadership experience is also an important factor.
PS: for laws, it is even harder. NUS laws' minimum entry requirement is AAA/B and most of the successful candidates score AAA/A. The fact is, only the minority can successfully receive a scholarship. If you fail to meet the entry requirement for NUS and choose do a law course in UK, most probably the chance of getting a scholarship is even slimmer.
For 1 and 2, you'll have to wait for my other moderator.
3) You can try appealing
4) Taking 1 H3 on top of 4H2 is already very tough on the student already. Unless you are the outstanding achiever, I don't see why the P would allow you to take 2 H3.
5) Scholarship with a bond may be a good thing as it secures your future employment. You must look at which institution/organization/company is offering the scholarship. If you know the scholarship is from a stats board org, then you can safely take the scholarship. But if the scholarship is offered by some small companies, be prepared to work like a horse!
TS can apply for bank loan on top of the MOE grant for local uni.
The caveat is that you have to finance the remaining 10% which comes up to around 400 bucks per sem.
That can be financed (for guys), with your NS savings, and supplemented with some side tuition assignments.
And you shouldn't take having 4 subjects lightly. Try it out first before deciding on the long term.

Also just another advise is I think it is better for TS to choose an US university, firstly they are always in the top world universities' ranking and even our local university is collaborate with US universities most of the times instead of UK or Australia like the recent SUTD (Singapore University of Technology and Design) is working with MIT etc. If you are interested in US education, check out this resources :
