your direction would be just the angle between this 3rd arrow and the "-" arrow.
So do we have to change the direction of the initial vector??

the change in velocity is given by Vf - Vi
Since you are given Vi and Vf, you will need to change the direction of Vi so that it becomes -Vi
Then you do a vector sum of -Vi and Vf to get the resultant Vf - Vi, which is the change in velocity.
So in our graphical diagram, must we change the direction? And how do we know when to change the direction of the vector in this kind of questions?
Vector Sum is about adding
So when you want to do subtraction, it is actually
Vf + (-Vi)
It's hard to generalise how we know when because it depends mostly on the question itself.
But usually, one of the vectors will need to be changed when questions asked for change in {insert vector}
