bro. judging from your age. best is to take a private diploma, as it takes a shorter time to complete.
if u gonna take poly dip, by the time u finsh u are 26/27(depends on whether u start with year 1 or straight year 2). furthermore u plan to take uni, by the time u grad u are nearly 30, entering the working society without any job experience, and that's gonna be tough for u man bro. degree holders are everywhere now, try taking a stone go town and throw at the crowd, there's a super high chance that the person u hit might be a degree holder too.
so what i'm trying to say is, get the shortest path, get out of school(with a degree of course) and gain working experience. try looking through job adv and u will notice alot of jobs require experience.
but eventually it depends on what u wanna work as in the future, government or private sector. plan your work path, then plan your study path, and not the other way round. if u have no plans to go for government sector, then by all means go for private dip(faster 1 - 1.5 years), then private degree (faster 1 year) and ta dahhh! start work at around the age of around 27(which is already quite late but better than 30)
looking at the job scope that u are looking out for, private sectors have many opportunites too. no doubt a local cert would be better, but u will really lose out alot because of your age and lack of work experience. and if u gonna go for poly diploma then u MUST make sure u can enter local uni(which is VERY competitive now). otherwise u waste your time going for a 2-3 years poly and ended up at some private uni(which in the first place u could have just go for private dip and private degree isn't it?).
think about it bro, don't make the wrong choice because u are not young anymore
Cheers.
Pls read about mobile apps industry. Only 1000 apps out of about 755000 apps (Google for the actual figures) in iPhone markets are making real money. The rest are quite a lot of free apps.
If someone is daring, he takes a huge (read huge) risk and jump into the IT bandwagon by self-reading and taking some certification courses, or be an IT entrepreneur.
IT evolves very fast, at lightning speed. Do you want to learn a new programming language at age 45 later on in your career? Clients do not want to pay much money and ask for the moon and the stars. Watch where you are heading. But interest and passion will go a long way.
silentceter has given good, sound advice. Mine is the alternative version given your age.
All the best.

True, do you know that nowadays you can create moblie apps in 12 minutes : http://www.greenappmachine.com/freevideo and some even in 5 minutes ? : http://ibuildapp.com
Still need to code somewhat to refine the apps, I think. The instant app builder can only do up to a certain point.

And to disagree with you, but in some way local poly qualification is better than an distance learning degree although it take long time to complete, the reason is simple based on what I heard from a human resource company : Local Poly student (expect part-time) usually have an industrial attachment programme at their final term and the company the student work with are those "big" brothers company like IBM, HP and other government statutory related company etc. This give them an edge in working experience when the student prepared their resume.
Also if the HR company want to get "cheaper" and efficient employee, they tend to prefer poly student with industrial attachment background while an distance-learning degree is considered to be an "overhead" which give them an excuse that the job interviewer might not agree to "peanut" pay offered by the employer.
Finally one advantage of public schools is that it is cheapest to study there as there are many finanical aids like scholarships, subsidy and bursary from MOE or WDA for working adult. For private school institution it is either your company sponsor you through "Skills Development Fund" (SDF) to enroll or you borrow from bank to study in their school.
Do take notice that private school 's main goal is to earn an profit and there still an danger that it might suddenly closed down without warning which happen before. And trust me, most of the private school offering their private diploma course that I attend, it is the foreign students ratio more than the local students if you know what I mean if majority local will choose poly or private diploma.
Still if TS want to have an faster route to study up to graduate level like Master or P.hD by all means private schools is still better.
