I believe such extreme approaches could be due to reasons that are not known to us, eg extreme disciplinary issues. My old school used to have alot of gangsters hanging around various parts of the estate or shopping centres, looking for people to pick a fight with. I'm not saying this is the case, but it could be an example of such extreme circumstances.

They are helping SMRT, as the students can't get near walking distance Mall and deck, they hv to take a bus or MRT to another Malls most probably 5 km away from school, in this way, SMART earns some fares
